Essentially, what you're describing is an example of chaos theory. While each variable is simple to the extreme of being an on/off, 1/0, +/-, the sheer amount of variables causes the system as a whole to be too complex to comprehend. Scientists will never fully understand the weather, because it would be like trying to understand every single molecule of air.
