Na, you wont have to cut them.Usually people with long hair use a technique called backcombing.But also you could get a dred perm (thats if youre willing to spit out alot of cash).The results are great and it works instantly.

Well from what I understand locs aren't hard to take care of. I hear it's pretty low maintenance. But I've never had them. As far as getting a Dred Perm ( a perm that chemically damages your hair in order for it to hold knots better i.e. any perm haha!), please don't do that to yourself. If you have a perm you are gonna have to grow it out. It's as simple as that. There is a method called sisterlocs. This allows you to start locs with permed hair. In my opinion,If you aren't ready to let go of your long hair or begin a process in which you have to start over with you natural hair then you aren't ready to loc. Yea, the dred perm can be harsh but my friend has one and his hair is fine,at least for now.Personally, I think she should go to someone who specializes in twist,dreds,braids etc. because some hairstylist just dont know how to do them.I also heard that some people start their dreds from single braids.
