My cousins asked me to join but they live in GA and I live in NYC and they don't know any bros. up here. Should I tell my cousins that I can't join or are there active chapters in NYC they can contact?

You can tell them that if you don't want to join but if you want this for yourself and not for your cousins, then you'd want to contact the chapter(s) yourself. There are a couple of APhiA chapters in NYC, Alpha Gamma Lambda and Kappa Xi Lambda. Check the website for their respective contact information. .:: Alpha Phi Alpha ::.
