Thats NOT true cause the graduation rate is what PERCENTAGE of the black people in the state are graduating Maryland has 1.5 million black people and a 66% graduation rate for blacks Minnesota has only 200 thousand black people and a 43% graduation rate So the population of black people in a state has NOTHING to do with the graduation rate .

Ummm, my statement is true. If u have 5 black people and see who would pass and then have 100 black people who would pass, I bet the group with 5 will have a higher percentage of passing rate. The more people the higher your chance of the passing rate being lower

If 1 person out of 5 didnt graduate the rate would be eighty percent IF 10 people out of 100 didnt graduate the rate would be 90% so one person out of 5 is worth 20 people out of 100 Thats why they do graduation RATES and not graduation numbers because states dont have an equal number . They take the number of black people in a state who graduated and make them a percentage of all the black people in the state . It works the same way when they do the crime rates of cities . They take the crime and make a percentage of the population of the city . you're from the ATL now if you still dont get this then I guess I know why Georgia has a low graduation rate
