Financial Aid @ HBCUs

Hey guys I have a Question. When you apply to college and they're asking for documents for financial aid, can you assume you were accepted, even if you didn't recieve an acceptance letter yet? I got a letter from Morgan yesterday and they said I needed to turn in some documents b/c they're attempting to finalize my award package and they gave me a Banner/Student ID, but I haven't heard if I've been accepted or not. I don't want to draw conclusions, but shouldn't they ask for these things only if I been accepted to their school?
