The incident was captured on video tape at Dr. Phillips High School in March and shows Officer Richard Bailey Jr. shove Lil Scrappy off of the stage and into the crowd. Now, Bailey is the subject of an internal police investigation. According to published reports, Bailey says that Lil Scrappy and other rappers were attempting to "invoke a riot response from the crowd." Lil Scrappy’s manager Tommy “Serious” Phillips was arrested and charged with battery on a law-enforcement officer. The Officer Bailey said that Lil Scrappy tried to stop him from arresting Phillips.
