After reading a little more It sounded a lot like what happened in N.O. then I came across this article that answered all my questions. "Now, Port Arthur's refineries are among 30 spread out over the Texas/Louisiana coast, in Houston's Ship Channel, Lake Charles, Texas City and other points nearby.
