ENHANCED REPRESENTATION OF HBCUS IN DIVISION I LEGISLATIVE COMMITTEE

His appointment, effective from July 1, 2024, until June 30, 2028, distinguishes him as the sole representative from a Historically Black College and University (HBCU) on this 16-person committee. The Division I Legislative Committee plays a crucial role in NCAA governance, tasked with reviewing and making recommendations on proposals developed through the shared governance process involving conferences and NCAA Council committees. Their responsibilities include assessing the impact of autonomy proposals from conferences on the entire Division I membership, communicating positions to sponsors, recommending amendments, and coordinating legislative discussions at the NCAA Convention. The committee also serves as the final appellate body for decisions made by key Division I committees such as the NCAA Division I Student-Athlete Reinstatement Committee, Legislative Review and Interpretations Committee, and the Committee on Legislative Relief. Malone Silver's career trajectory underscores his commitment to academic excellence and compliance within collegiate athletics. He joined JSU Athletics in August 2021 as the Assistant Athletic Director for Academics, where he oversaw comprehensive student-athlete support services, including academic advising and development. His dedication and leadership were further recognized when he was promoted to Associate Athletic Director for Academics and Compliance in February 2023, broadening his role to include oversight of compliance matters alongside academic initiatives. During Silver's tenure at Jackson State University, the athletics department has achieved notable academic success, highlighted by achieving an impressive 89% Graduation Success Rate (GSR) during the 2022-2023 NCAA GSR release. This achievement positioned JSU's athletics program with the highest GSR among all HBCUs and the third highest in the state of Mississippi, reflecting Silver's effective leadership in enhancing student-athlete academic outcomes. Prior to his role at JSU, Malone Silver gained valuable experience at the University of South Carolina, where he served as a Football Academic Advisor. During his tenure there, he played a pivotal role in supporting academic success within the Gamecocks football program. His contributions were evidenced by the team consistently achieving a semester GPA above 3.0 in four of the last six semesters and earning the second highest Graduation Success Rate (GSR) in the Southeastern Conference (SEC) at 89% during his tenure. Silver's professional journey is marked by a steadfast commitment to fostering academic achievement and compliance excellence within collegiate athletics. His appointment to the Division I Legislative Committee not only recognizes his expertise but also underscores the importance of diverse representation, particularly from HBCUs, in shaping NCAA policy and governance.
