The State of Connecticut, Department of Energy and Environmental Protection (DEEP) is hiring two (2) Environmental Analyst 3 positions for the Bureau of Water Protection and Land Reuse, Water Planning and Management Division. These positions will report to a Supervising Environmental Analyst and the schedule is Monday-Friday on first shift, 35 hours per week with flexible hybrid work opportunities available.

These positions will provide technical review and analysis of environmental program data and issues within the environmental field, developing recommended actions and programs and implementing policy and program decisions.

POSITION HIGHLIGHTS
Responsibilities of this position include but are not limited to:
Technical review and/or oversight of complex environmental data;
Evaluation of environmental data to ensure compliance with environmental statutes and regulations;
Preparation of environmental assessment reports, work plans, and correspondences;
Coordinating with other DEEP programs, state and federal agencies, municipalities and non-governmental organizations regarding implementation of initiatives and projects;
Providing technical consultation to local, regional, state, and federal officials and the public;
Organizing and participating in public meetings and providing testimony at public hearings and court proceedings;
Serving on committees and/or and task forces.

The Department of Energy and Environmental Protection (DEEP) is charged with conserving, improving and protecting the natural resources and the environment of the state of Connecticut as well as making cheaper, cleaner and more reliable energy available for the people and businesses of the state. The agency is also committed to playing a positive role in rebuilding Connecticut’s economy and creating jobs – and to fostering a sustainable and prosperous economic future for the state.

The Water Planning Program regulates water diversions, implements the Aquifer Protection Area program, monitors and assesses surface waters, implements the Streamflow Standards and Regulations, coordinates water supply planning and drought response; implements the Water Quality Standards program, provides planning to cleanup impaired waters, implements non-point source pollution programs, participates in the Long Island Sound Partnership, and provides science based data collection and analysis for water quality initiatives.

The Water Planning Program also collaborates extensively with federal, regional, state, local, academic and nonprofit organizations, including partnerships with the EPA and the State Department of Public Health to advance federal and state priorities with support from federal and state funding sources.
Qualifications & Requirements
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for five (5) years of the General Experience.
NOTE: Education may only be substituted for a total of five (5) years.
For state employees one (1) year of experience as an Environmental Analyst 2 or two (2) years of experience as an Environmental Analyst 1 may be substituted for the General Experience.
