THE POSITION
The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS) is seeking a Supervising Clinician to lead the Mobile Response Team (MRT) at River Valley Services (RVS). Based in Middletown, this role provides clinical and administrative leadership for a high-impact, community-centerd crisis intervention program serving adults throughout Middlesex County.

Working at the heart of the community, you will guide a mobile team of clinicians as they deliver trauma-informed assessments and rapid interventions directly in the field. This position is designed for a licensed behavioral health professional who values on-the-ground collaboration and is committed to providing recovery-oriented care exactly where it is needed most.

DISCOVER THE OPPPORTUNITY TO
Oversee the delivery of mobile crisis assessments, brief treatment interventions, and coordinated care planning
Provide clinical and administrative supervision to MRT clinicians
Lead performance evaluations, staff development, and new employee onboarding
Offer clinical consultation to agency teams, residential programs, and community partners
Participate in agency committees and quality improvement initiatives
Support the Regional Hotline through triage, guidance, and resource coordination
Maintain an active clinical presence, including participation in mobile outreach
Share on‑call coverage during evenings and weekends to support crisis operations

DMHAS is a health care agency whose mission is to promote the overall health and wellness of persons with behavioral health needs through an integrated network of holistic, comprehensive, effective, and efficient services and supports that foster dignity, respect, and self-sufficiency in those we serve.

River Valley Services (RVS) is a community mental health center serving towns across Middlesex County. We provide high-quality crisis intervention, case management, residential, and clinical services to adults with serious mental health conditions who may not have access to private care. Our programs include short-term residential respite, community support, mobile crisis response, jail diversion, and other essential services that promote recovery and independence.

The Mobile Response Team (MRT) is a 24/7 community‑based crisis evaluation and intervention service that responds wherever an individual is experiencing a behavioral health emergency. MRT clinicians provide on‑site support in homes, hospital emergency departments, public spaces, and correctional settings, ensuring timely access to compassionate, professional care. As the designated screening point for all Middlesex County admissions to state psychiatric hospitals, MRT plays a critical role in assessing clinical needs, coordinating appropriate levels of care, and supporting individuals through moments of acute crisis.
Qualifications & Requirements
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of professional health care experience in a psychiatric setting.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been at a lead level responsible for coordinating the work of a unit or team of professionals in a psychiatric setting.

NOTE: For state employees this experience is interpreted at the level of an Advanced Clinical Social Worker for social work discipline, Head Nurse for the nursing discipline, an Advanced Professional Counselor and an Advanced Marital and Family Therapist.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
A Master's Degree in a health care field related to one of the disciplines in the Special Experience may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS
Experience working on a mobile response/crisis team.
Experience supervising clinical operations in a behavioral health setting.
Experience providing, monitoring and assessing individual's level of risk, mental status, quality of life and treatment options.
Experience providing care & supervising the provision of care to adults with mental health disorders, substance use disorders and trauma.
Eligibility for certification by DMHAS to write and utilize Emergency Certificates in accordance with State statute. Candidates may obtain this certification either prior to or after hire.

SPECIAL REQUIREMENTS
Incumbents in this class must possess and retain a current license as a Clinical Social Worker, a licensed Marital and Family Therapist, a licensed Professional Counselor, a Registered Nurse in the State of Connecticut or hold a Multistate or Compact Registered Nurse license. The license required for direct supervision of clinical oversight will be dictated by the functions of the assigned unit or program.
