Dr. Leslie is a Senior IT Management Executive with extensive expertise in application development, IT consulting, infrastructure development, professional services, enterprise project management, storage management and implementation, global technical support, data center management and systems and desktop support. He is an accomplished visionary leader and manager of diverse workforces (local, national, and international). He has managed IT operations with proven strategic and bottom line successes in leveraging technical human capital, advanced hardware and software, and process improvement methodologies. As a director level executive at Johnson Controls, Teksystems, Fannie Mae and IBM, he has achieved superior outcomes in technology improvements and as a change agent. Additionally, Garthen is a senior level IT policy advisor and significantly influenced bottom line business results at these highly respected organizations. He also held management and technical positions with Computer Science Corporation, Computer Task Group, General Motors Corporation, and the Department of Energy.

Dr. Leslie received a Bachelor of Science in Computer Science from Alabama A&M University, a MBA with a focus on Marketing from the George Washington University, a Masters in Computer Science from Pacific Western University, and a Doctorate in Management from the University of Maryland University College. In addition, he is a certified Six Sigma Black Belt and completed the highly rated IBM Management School and the IBM Sales and Systems Engineering School.

Dr. Leslie has been a member of the Senior Executive Service in government and has provided Information Technology consultation services to many other organizations in the capacity of a consultant and IT proposal development and reviewer. In addition, he has been a senior IT instructor (Large Systems, Storage Systems, and legacy Systems) covering hardware, software, and processes. He has lead customer system assurance projects and managed critical situation teams. He has developed and implemented business continuity processes and implemented employee review and reward processes. He has served as a volunteer Board member of his Condominium Association. Dr. Leslie is an amateur numismatists and the inventor of Aros (world’s smartest window Air conditioner).

Lastly, Dr. Leslie residences in Columbia, Maryland with his wife, where they enjoy numerous activities including live theatre, music and other performing arts. In addition, they enjoy international travel, exploring various cultures, reading, and dining.
